NOTE: Greater Washington Urban League HPAP Suspension notice
On November 14, DHCD directed us to suspend the program for any persons who did not have approved contracts as of November 14 until further notice, as a result of budget actions taken by the Council of the District of Columbia. In addition, the GWUL was directed not to process new applications, issue notices of eligibility, or grant extensions to clients who currently have eligibility notices. Only clients who had purchase contracts approved by GWUL as of Friday, November 14, 2008 could proceed to closing.

HPAP Opposition Gaining Strength
Your calls. Your letters. Your emails. And the petition are getting the council’s attention. You have them listening, but that was the first wave now it time for the second.
Time to do it all over again. This time enlist your family, friends and neighbors to show their opposition to the councils decision to suspend HPAP by writing, calling, emailing and signing the petition..
Begin every correspondence with this statement, “I am a registered voter in the District of Columbia.” Then tell them they made the wrong decision otherwise how will they know how you feel.. Politicians respond only to one thing - pressure..

How do I qualify... 1. Be the head of household and a first time homebuyer... 2. Be a low to moderate income resident... 3. Cannot have held residential real estate interest within three years prior to application... 4. Must be the purchaser's primary residence and be inside the District of Columbia... 5. Have a good credit rating...
Note: You don't need to be a DC resident to apply but DC residents always come first.
Up to $7,000 separate closing assistance is also available.
*You need $500 or 50% of liquid assets greater than $3,000
*Loan repayment begins in the sixth year of the loan and is amortized over 40 years.
*If you transfer the property, refinance the property or if the property does not remain your principal residence, the entire amount of the loan is due immediately....
